That error message is coming from Steam. Have you gone to the Steam website and tried to log in there with the exact same credentials to verify there isn't a problem?

Just logged out of steam on my phone, web browser and steam app and logged back in again using the same credentials, 100% isn't the problem.

Yeah, i've had no issues signing into steam on any platform. The password and username and credentials aren't the problem.
