This is a known bug. The upgrade earned at rank 32 of the season pass is only applying to the character you reached rank 32 on, neither of the other 2

Yeah, sorry. It’s on their radar, and Bungie is looking into a fix. However, since most of them are working from home, it probably will be a little while before it is fixed
