There's one bunker upgrade available in the middle of rank 1. Not east to spot., but worked for me

Only in the EDZ Bunker. Found it. Now maybe I can finish this quest. People should be warned NOT to even approach any bunker until they have at least 90 Warmind Bits! Thanks!
