I was messing around with it a bit last night and did feel like I was missing charges I should've hit...
It may have been over-nerfed, but I think we need to let it play out a bit longer to see what kind of impact it has overall before crying foul.
The titan in me does immediately dislike ever negatively impacting shoulder charge tho =)

I'm with you, but with the increased (as best as I can tell) server lag we've been experiencing, who knows what was really going on.
