They will only drop if that character has completed the Nascent Dawn quests.

I asked had you on [u] that [/u] character. They are not account-wide they need to be done on each if you want them to drop.

Ah, my apologies. Most people who have responded to these posts have just unhelpfully said "muh nascent dawn" and then left. I was under the impression that it was account wide, given that I just checked back with Ana and didn't even have the option for the quest on my other character. Thanks for the help!
