To obtain the Bastion quest from Saint-14 the character you are using must first have completed the two quests given by Osiris that end with you saving Saint-14. Looking at the API I can tell you haven't done this yet because the Season 9 Triumph, Saintly Savior isn't unlocked on your account. Once you complete those two quests you will be able to return to Saint-14 and the Bastion quest should be there.

I visited Osiris but I don't see any quests from him except Explore the Corridors of Time.

Try claiming that bounty then backing out of and going back into his inventory a few times to see if the bounties show up.
