The Leviathan's breath is exclusive for Season 8, so if you bought season 8 or shadowkeep with season pass you'll have access to the quest now, and later on in the future. Bungie said that the quest will also be available with a future season pass but apparently season 9 wasn't on the list, and the quest somehow was bugged and you could actually accept it from Banshee and do some of the steps.
Id say its Bungie's fault either ways, they weren't clear enough in their statement, and the fact that the quest is bugged and you can actually do it confused lots of us including myself.
They posted in the past day or two about the bugs they'll be working on and the quest was one of them, so just wait for them to do whatever they're going to do.

Yep same here, and for many others too. It all came with the holidays so apparently bungie didn't have much time to deal with it, so we only got something to work with recently. Although, I don't know if they'll fix the quest so you can't access it in the first place, or just make it work for everyone with season 9 as lots of people already done most of the quest and stuck with the strike. Will be interesting to see what bungie does nonetheless, I somehow can still smell activision lol.

Yeah, they might savor it for later and just delete the progress everyone's made in it.
