You may have to wait until the Tangled Shore is the Flashpoint I think. But will stand corrected if I am wrong.

Turns out I needed to talk to Commander Zavala, but was not at all obvious, since I had not yet accepted the Nightfall quest. Once I accepted that quest, then another option to select the "High Plains Blues" quest appeared. This time when I accepted it from Zavala, it became an available quest on the Tangled Shore. Anyway, problem solved.
