It’s the more technologically advanced society.
The Federation is an interstellar civilization. The Republic/Empire is a galactic civilization.
The Q Continuum isn’t a civilization, they are aspects of reality. Fundamental forces personified as beings.

In the Star Trek universe, humans have engaged in interstellar travel for 200 years. In the Star Wars universe you’ve had interstellar—->>galactic civilization for over 20,000 years. Actually the most advanced civilizations are First Ones of the Babylon 5 years universe. Species like the Vorlons have been at this for millions if not billions of years. To the point that they have [i]evolved[/i] to become sentient [i]energy.[/i]
