If you are a New Light player then you should have received a New Light quest. One of the steps in the New Light quest is to talk to Ada-1 who will give you some tasks to do. That is what is supposed to unlock the Forge Playlist.

I used to play destiny 2 on battle.net and played the first 2 dlcs and then stopped playing.And i dont have the New Light quest.
