I would expect so, most of crucible's bounty's/pursuits require the final blow
If you're going for final blows I'd recommend either freelance (free for all) or survival as it's hard to get final blows in iron banner since people tend to steal your kills

I'm done with final blows, I just need the medals and the multi-kills, I know a lot of people are recommending that I use a hunter with tether to get the multikills. You know any other good strats?

If you're on the part where you have to get grenade launcher kills then I'd agree that hunters would be the best Cause like you said, the tether AND plus the Dodge will help too
