  • U could have asked for an investigation as an afterthought, without any aid money on the table, or even written him a personal check. That might have been ethically dirty, but it wouldn't have been using the power of the presidency to exact a service from a foreign power against a political rival, by means of bribery involving a service only the president could render. Namely, the tomahawk missiles.

  • I would say the existence of a quid pro quo, involving a service that only the office of the president can render, with investigation of a political rival being the service rendered, is the real issue. I don't think it really matters whether the Ukrainian president felt pressured. It matters that you put military aid on the line in a request you stood to gain directly from politically.
