I have the same issue. Transferred from PS4 to PC, can play everything except for Forsaken content.
Example: Just acquired the last step for "The Last Word", can't load into the mission "The Draw" due to not owning Forsaken?

Game licenses cannot be transferred between platforms. If you want to play Forsaken on PC you would have to purchase it on PC.
