When you enable cross-save, it allows you to select one set of character data to be used across all of your linked platform accounts. It does not transfer any game licenses.
You will need to purchase any of the content you are wanting to play on PC, as game licenses are platform bound.

It was not just my forsaken but also my characters did not transfer. :/

When you enabled Cross-Save, you chose your Steam account (where you have no characters) as your base save data instead of your Playstation account. Because you chose Steam, those are the characters that showed up, thus why it was empty. You'll need to wait out the 90-day security lockout before you can reenable Cross-Save. When enabling Cross-Save, you need to select the account you want to use for Cross-Save, not the platform you want to play on. Make sure and read the instructions as you're going through the process. At the end of that, make sure you verify which account will be your main Cross-Save data before you click the button to continue, not after, as if you have to disable Cross-Save again, you will have to wait 90 days again.

Is there anyway to bypass this 90 day wait since I hadn't completed the cross save and had canceled it in the review phase instead of completing it and then unlinking?
