Hello,
Unfortunately players need to equip the seal before the event ended to fully unlock it.

so i did equip it and still lost it is there somthing i can do to get it back ?

If you equipped it it should be still under your seals.

Gamer jx, not to be argumentative here but that’s not 100% accurate. I know I claimed the title then wore it for a day (or 2) and decided to switch back to my Cursebreaker title. Me claiming my title and wearing it happened around the 8th or 9th of August when I finally got my recluse, thus obtaining that final 24th requirement. Unfortunately, selecting/choosing the MMXIX is no longer an option for me because it is no longer there; however, to say that is because I did not claim it, that is NOT correct.

So there's truly nothing I can do? Even though everything was completed except for pressing a button to equip it?

Unfortunately no there's nothing you can do. The seal was set to expire for players who never equipped it to complete the unlocking.

Well I equipped it in August. Wore it for awhile then I got another title, Enlighten I think and I switched to that. I am now realising it is not there anymore. So how can I get it back?

I understand that it's not your decision, but you must get that that is extremely unfair to people that properly earned the title right? To be denied it just for the fact that someone didn't equip it to their character feels a bit absurd. Especially considering it seems to be a common issue (I saw several topics here in the forums wherein the same thing happened).
