Hello,
You need to defeat Fallen in the EDZ to get the item.

I've spent quite a bit of time in edz killing fallen. I've done lost sectors, completing missions and public events yet It still doesnt seem to drop.

Are you sure you don't have the quest item in your pursuits already? Has that character completed the machine gun in the Box forge? Have you checked your postmaster and Ada-1 inventory for the item, if you didn't pick it up it can go there.
