I think blues will have a small chance to drop at your power level in Shadowkeep. So if you’re 760, but your boots are 755, then you could get a blue that helps.
So, at least while you’re leveling blues might not feel so worthless.
Huge disclaimer: I’m not 100% sure blues will drop at your level. Bungie may have meant that only legendaries could drop at your level, in which case... yeah... they should just drop as glimmer, mats, or weapon/armor parts.

Because the power cap will be so much higher than what we currently have, I'm certain rare will have better power than current legendary. However, once you hit that point where rare no longer provides that level boost, the option to auto dismantle would be useful.
