He only needs to do a step or 2 before the hall opens up on all characters. Maybe either play the quest for him or have him get it started.

My kid hasn't gotten past Io. He can't even fast travel to the tribute hall.

Then he needs to get to working on the storyline to get there

He doesn't want at the moment which is frustrating, but I'm not going to dictate how my kid approaches the game. Is there a way I can just drop the quest on his character?
