No if they have an actilve super. I've hit both Striker and Sunbreaker Titans in teh CHEST with tracking rockets....and both of them tanked it while in their super. If a Sentinel Titan can get their shield up in time, they can actually tank other supers.

That’s because supers are too strong not because rockets are too weak. They are addressing super resilience in shadowkeep I think.
