No its a different emblem entirely, you just have to open up one more node after you get 40/40 in order to unlock it.

It's changed since they introduced the collections then. I remember distinctly being miffed about not receiving jntil I discovered that it was a variation on the "Data Mine" emblem. This was in the Warmind era, before even last year's Solstice event.
