I think that the quest for a weapon should be representative of where you'd most likely be using it.
The ace of spades is a very versatile weapon which works in pretty much any environment, PVE, Crucible, and Gambit alike. It makes sense that to get it, you have to participate in all of those actions.
Plus, for that particular part of the quest you only need 25 precision hand cannon kills (even if you're bad at PVP I can't see this taking longer than a couple hours, and possibly in one game if you're good) and in gambit you have the option to get PVE enemy kills towards the quest OR invaders.
When you look at quests for weapons like Thorn, Last word, Chaperone ETC, most of the quest is in PVP. Why? They're mostly used in that environment.

Universal weapons: you have to play BOTH PVP and PVE. BOTH PVE and PVE players are unhappy. Doesn't sound quite fine. But if universal weapons had universal requirements, everyone would be happy again.

I think that's a bit of an exaggeration. I see primarily PVE players complaining about PVP quest steps way more often than the other way around. And by way more often, I mean nearly %100 percent of the time. Also I'm assuming by your last comment you're referring to being able to choose either PVP or PVE.

You have to have some interest in PVE to play Destiny, because that's what this game (at least Destiny 2) starts with, that's what the majority of content is about. People who have as little interest in PVE as I have in PVP, don't play Destiny at all. They play other competitive shooters; there are plenty of them out there, and many of them are much better as a competitive game than D2. Also, when something is boring and tasteless it's more tolerable than when something is frustrating and disappointing.
