I've noticed if you spend a lot of tokens in the same visit the drops tend to repeat more then if you leave for orbit and come back.
Don't know if this is what you did or not.

I did this...when I turned in the quest step for the boots I used tokens for 2 drops from Saladin..I got too more boots. I went to Shaxx to use up the tokens I got as well another pair of poots(regular crucible armor of course not IB for clarification) then Zavala ...chest lol but every other time I went to cash in tokens I got weapons I like the scout with full auto and the pulse but nothing super great I s'pose..
