It wouldn't be a bad idea if the perk was situational, but it's basically just a flat damage buff. There's no reason not to have it active. It's not only that it's overpowered, it also just makes no sense.

Problem is, that it [i]Used[/i] to be situational. You had to get a kill before you could use it.

Should have been something like " landing a full burst on a targer activates the perk for the magazine until the next reload" Or something like that...idk.
