Please check your Vault and postmaster for Ghost Fragments. Sometimes things are moved into the Vault which prevents the Fragments from dropping. Simply pull them out to solve the issue.

bless you! Checked with DIM and found out that i had them stashed in my vault. reason i didn't get the items was because I had them maxed. problem solved!
