Any chance it was only available during season of the drifter? (I don't know, its a guess)

I’ve only just returned this week and the next step of the quest line was talk to Spider That happened today, I guess it could be part of the issue, seeing at though we’ve had the update today

Just look through other threads.... Looks like a bug bungie are investigating.
