I don't see how that is possible. I have been playing all content up until 2 days ago. I currently have active pursuits that were issued during the season of the drifter. My charachter is level 700 already. How would this be possible if I didn't already have the DLC?

If you were game sharing the game licenses and they were removed then that could get you into this state.
