It's not about how many a person can get. It's about having to spend them at all for [i]levelling.[/i] It's such a stupid and wasteful gimmick. I'd rather more meaningful choices like perk rerolls or enhancements. Hell, revamp Masterworking into an entire gun-modding system that can completely alter how the weapons work.
