No ETA until they publish that the fix will be available in the next patch. Usually this is on the TWaB.

They've been "investigating" some bugs for almost a year, hoping the community forgets about it and moves on. Don't expect your perk back, like ever.

Yup unfortunately this is one of the bug Bungie decided we could live with. Started happening about 6 months ago when they were getting ready for Black Armory
