The reason Luna is so good is because of its ability to deal such high damage at range. Sidearms all deal more damage than Handcannons but struggle with range as a result.
However, Rat King has only about less than 10 range, compared to Luna’s when it has a range masterwork. It’s a noticeable difference, but at best you would only need to plug 1 more round into your opponent.
I can not argue in defense for Rat King if we were talking about Not Forgotten, sadly.
Range isn't just a matter of damage drop-off. It's also inclusive of accuracy, recoil, and recoil direction. It doesn't matter how much damage you're doing if the fire rate is making you miss your shots.
Hence, the catalyst. I believe it gives a boost of both 20 stability (giving it a near 100, or perfect recoil pattern) and 20 aim assist, so that negative is abated.
