Increasing the level is just an extension of gameplay and a poor excuse for lack of content.
Level damage has always been scaled in destiny to make a ‘fair’ playing field for the AI.
But you are correct in thinking... there are a few points as you level up where you do feel more powerful and can overcome enemies with the same weapons and take more damage because you are in between their scale jumps. However you tend to jump past those very quickly and it’s back to being squishy.
Nothing about levelling to 700 matters when the top activity is 680.

I just experienced it today, Gofannon Forge when I was just at the base light cap for it, it was hard but enemies ere killable. Today at 700 the enemies are taking clip after clip to kill from the same auto rifle, only diff is it is now infused to 700
