His opinion about RASPUTIN changed after the red war also
Before the red war he let it be known he was very much in favor of trying to make contact with the warmind , seeing it has a very strong ally against the forces mounting against the city.
Then, post-red war , when Ana is seeking out the very thing he was in D1, he flips out and says Ana is on a dangerous goose chase and should be back at the tower.
Compare the dialogue from the S.A.B.E.R strike to the dialogue from the Warmind cutscenes and it appears Zevala has multiple personality disorder. But he doesn't
Losing his light, watching his people butchered, watching his city fall and feeling helpless to stop it. His ambition died, and he started feeling fear for the first time in ages. And he only cares about the safe path now.
Still though, Ikora never lost her resolve, and Zevala is a hero of humanity, I will always help them , even if we have our disagreements.
And I will never be an ally of that I seek to destroy , F the Dredgens and F the Drifter

My only problem is that Zavala knows how strong we are, as we've killed countless gods and powerful enemies in the past, and he tells us not to go after the emo prince Uldren? I don't call him a coward, I call him -blam!-in stupid for thinking that Uldren of all people could end us when we fought MF'ers 400x the size of him and came out without breaking a sweat. At this rate, the only thing he'd have to worry about losing us to is the Darkness itself when it returns.

There is a big difference between multiple personality disorder and having a change your perspective.

Maybe he changed his mind during the Rise of Iron situation with SIVA i.e. he learned a few things from Saladin about what happened to the Iron Lords.
