See it like this, the City has its own military but that’s just humans awoken and exo’s, these are just regular individuals who don’t wield the light. The guardians were and are the City’s sword and shield, wielding powers beyond comprehension of the mass population, and were slaughtered like cattle when the Red Legion attacked. Nothing could stop the Legions advance, resistance was near impossible and the City was devastated. People being slaughtered without remorse the militia tried to hold through sheer will of force, and where were the fabled heroes that they grew up hearing of where was the fabled Guardian Vanguards and their guardians, what did the citizens witness happen to guardians, they witnessed guardians massacred ran through with ease. Where was the Vanguard, try and see this through Zavala’s point of view he failed everyone, himself, the Vanguard he led, the city, the Traveler, the guardians, and most importantly the suffering citizens of the city.
