[spoiler]Sure he betrays you and John but he was also being goaded on by Micah, and Hoseas death kinda made him crazy. In Guarma he thinks John betrayed him which is why he left him behind in chap 6. And when he shows up again at the end taking Arthur’s side it really only confirms his suspicion. [/spoiler]
Man, I could not disagree more with your spoiler. Dutch is the ultimate paranoid sociopath/narcissist. By the end of the game he’s one of the most despicable characters in the history of games.

For him to be an antagonist he would have to be Arthur’s enemy, and adversary to be fought against
