Zavala wasnt going to do anything. Hell he even showed disdain for just us going. Ikora atleast wanted to get the bastard. All zavala would have done is waited until uldren amassed an army, slaughtered his people and then set his sights on the city.

After he saved "mara" he would have focused the city. He'd killed guardians before cayde and would do so again, even more so with the scorn at his command. After the dreaming city, earth would have been next.
