1. Steam is not a supported platform for Destiny 2
2. No 3rd party overlays are permitted in Destiny 2.

as far i see it steam starts an exe itself to run an overlay from itself regardless of the game

in order to "overlay" it needs to inject code into the game that writes the info on to the display.
