Activision won’t have been involved at all in RNG coefficients - they would have just wanted to increase play time but Bungie would have come up with the solution to that, ie make the game a giant casino machine.

Improve?? With 800 staff to pay and no longer being able to suck on Activision's big thick hairy veiny throbbing wallet, I expect things to get much worse! I wouldn't be surprised if they add a "pay 100 silver to skip this step" to quests or "pay 300 silver to select your reward". Season of the Drifter is probably going to be renamed to Season of Eververse.

Sarcasm. Its called sarcasm. For some inexplicable reason there is a good portion of the gaming world that thinks all the problems with Destiny is Activision fault. This is me slapping my forehead contemplating this completely illogical line of thinking.
