No, it’s not. Just because they never said there wouldn’t be a puzzle doesn’t mean it’s false advertising. False advertising would be promoting Niobe Labs and then never releasing Niobe Labs.

"Event" Bungie marked this as an EVENT and hyped it up to levels such as the dawning/crimson days Shooting symbols on a wall for 24hours in trial and error is not an event. The argument could be made that it's still an "event" since there are encounters and mechanics, but at best Niobe is predatory + deceptive marketing, and at worst, it's false advertising and lying to consumers

No, just because they didn’t say there was a puzzle doesn’t make it false advertising. Niobe Labs is still there, everyone can solve the puzzle. Also, the product they are selling isn’t Niobe Labs, it’s the annual pass. So, it’s not false advertising to say Niobe Labs is included, and they don’t then need to explain how they will be unlocked.
