Completing Destiny 1 is not all there was to getting the Veteran Dialogue. You had to have completed the game before a certain date, prior to the launch of D2, at which point your characters would have been automatically transferred over to D2, and you would have then gotten the Veteran stuff. If you didn't get it, you didn't make the cutoff, and deleting your account and starting over will do nothing to change that.

Ah, I thought that was for emblems? But that explains somethings... Does that mean if my 360 account transferred over I may have got it? Thanks btw PyroAJM

Progress between 360 and Xbox One (and PS3/PS4) was split off about a year before D2 launched. Prior to that, you could jump back and forth, but after that, if you had ever played on Xbox One, the progress between the two generations became completely separate, and your Xbox One characters are what would have transferred, while anything from 360 was completely left behind.
