Heck, even getting the Exotic Catalysts is a bad drop rate.
I've yet to get the Prometheus Lens catalyst and I'm quite certain I've done well over 1000 strikes in total since it became available. Hell, I just got done doing the Vanguard Quest for Loaded Question - 40 back to back Strikes, and whammo, nothing still as far as that Catalyst goes.
Anywho, yea, the drop rate for gear in this game in general is bad.

Lol I can't even remember the last time I got a catalyst. They had so much potential as new items but are unfortunately really irrelevant now. Rip.

Don’t forget bungie even removed some of the catalysts from the game as they refuse to put the factions back in, so those catalysts are now effectively gone forever.

That's a great point - I never got any of them as I was busy when Faction Rallies went on and now, even if I wanted to get myself a Sweet Business catalyst I couldn't. That sucks
