Rampage should last longer and it should count down as it loses stacks instead of losing the whole stack of 3 after not using it for a second, it should go to 2.... then 1 stack... then gone after not using it for like 9 seconds.

Agreed. Other buffs count down, and many renew if you continue to activate them. Remember Bad Juju? I never ran out of bullets, or super energy, for that matter.
