Someone else must have killed him. He spawns in the same place all the time and it never took me more than 15 mins to find him. If you stick around the public event area you're gonna miss him (read this as someone else is going to kill him).

there was no one else loaded into the world. When it says there is a high value target nearby, I always find him, it's just never the right one
