Bungie can't do anything about DDOS attack. The problem is that the incentive is wins not skills. They need to remove wins as the incentive to progression. Alternatively, they could add other factors like kills, assists, capture points, damage, medals, kd, and wins to the progress. So a DDOS would not hurt the player and people would no longer have to resort to something that gives you no substantial benefit.

    Stop the game when someone laggs out, start matchmaking for additional players (tell that they joining a game-in-progress and that they will not lose Glory points), connect found players, continue the match, if DDoSer continues to boot people then the game stops again. It will be much more easier to detect DDoSers with that kind of system. It will also solve the problem of quitters and uneven matches (they still need to be penalized).
