There was a major update, 2.0, on August 28. Read the patch notes.
Also, there will be another update today.

Just read them, not excatly happy with the set up but i cant complain that now any weapon in that slot can be upgraded with a qeapon that shares that slot catagory and is not tied to weapon type. What im not a fan of is that xur is gonna be more random and other discriptions about what he is doing is more cryptic.

Just like in D1, there's no way to know where. If you want to find him, google it as people will post it. Weapons have random rolls, even Y1 exotics. Any other questions, feel free to post here or PM me to talk about them.
