No, it's not impacted by tractor cannon. It's in the patch notes, with the tractor cannon buff, it no longer stacks with other debilitating effects like Shadow shot and the sunbreaker dash

Tractor cannon does buff the damage to the first two arrows in Moebius Quiver (I've just tested). With Orpheus Rig on, you can actually do quite a lot of damage (virtually equivalent to Celestial Golden Gun).
