The account logged in must own the base game and both DLC's - if your friend is playing Warmind by sharing from someone else's account, that does not count. Having said that, some PS players have fixed the issue by finding the Warmind expansion in the PS Store and selecting it to install (even though they already own it supposedly) which then kicks in the license recognition.
