Just read the Estival Excursion lore-tab and it mentioned nothing of the Dusk being an original Fallen House. It said Winter was, but it didn't mention Dusk at all.
Side-note, I [i]really[/i] hope we'll get a Fallen dlc where we encounter tiny remnants of the Old Houses fighting the Dusk. Wouldn't that be cool? I think it'd be cool.

The Ghost makes note of how they must be a remnant of House Winter, as they are wearing their original heraldry, instead of the purple colors of Dusk. Essentially, Ghost is saying the opposite of what you're putting forth. The Winter colors are original as are those of the other "old" Houses. The Dusk colors are the new ones that "we've seen lately".
