You have to do Homecoming first, and then once you beat it, you'll spawn at the tower. Once at the tower, go to the statue and accept the scorched set as prompted. You don't get the scorched set on your first run through the Homecoming Redux Mission.

Yeah, they probably skipped a few steps. You will obtain it once you go through Homecoming Redux for the first time, spawn back at the tower, and visit the statue again.
