The quest does not make 11, there are 11 lights on the wall that correspond with 11 verses that you have to do. (The circle with wires coming out does not count)
If you don’t have 11 lights lit then you are missing a verse and will need to wait for Vance to offer the one you need.

If you do not have 11 lights then yes you will need to wait for Vance to offer what you need. He only offers 3 a week and you won’t see ones you’ve already done.
