I hope one day it returns but there's two questions I'd ask; Why did they remove it in the first place? (They could of disabled rewards if that was the issue) Why has it taken so long to consider bringing it back?

They were working on the quality of life changes. SRL was never removed it was just never added to the Destiny 2 build yet.
