That's the point. It's only ever 'broken' in PVP. Who complains about a gun being broken or OP in PVE?

Nobody, but it causes balance issues, like ice breaker, also it was literally shipped with a bug, kinda like rat king after warmind which was disabled and later fixed by bungie. Same thing, either way it was gonna get fixed because it was broken, that should be easy to see.
